The RG35XX H is the RG35XX Plus in a horizontal GBA-style form factor with analog sticks. Same H700 chip, same 1GB RAM, same performance — but the horizontal layout and analog sticks make N64 and PSP gaming much better. If you want to play N64 or PSP games, this is the better choice over the Plus. Pick based on ergonomics and whether you need sticks.
